Deba is a council that belongs to the Lower Deba district. It includes several towns (Deba, Itziar, Lastur and Elorriaga) and about 130 scattered hamlets. It covers a surface of 52 square kilometres and has a population of about 5,250.
The Lower Deba District is in the westernmost area of Gipuzkoa and borders with the neighbouring province of Bizkaia (Biscay).
This district includes: Mutriku, Deba, Mendaro, Elgoibar, Eibar and Soraluze in Gipuzkoa, as well as the Biscay councils of Mallabia and Ermua.
The Deba River, which is 58 km. long, flows through almost all the towns in the district except for Ermua, Eibar and Mallabia, which are crossed by the Ego River, a tributary of the Deba.
